Centerboard Pivot Holes from plans

I have been working on the centerboard and case . My question is in regards to when the holes are to be drilled . There are 5 holes that need to be drilled out and filled with epoxy . 1 - Centerboard 2 Case sides 2 Keel sides . Do I cut the holes for the keel and case at the same time?
0r separately and then line them up ? Also pre or post fiberglassing? just want to make sure it will all line up .

G’day Ed,
I drilled oversize holes and filled with epoxy prior to assembly, then after assembling I levelled the keel and centerboard under a drill press and drilled the bolt holes. This maintained a perfect 90 deg angle. Then I glass over to provide a completely watertight area.
