running lights/outboard

Some question about operating pocketship. First, is it practical to never use an outboard? I thought that some marinas require you to use one. If equiping pocketship with an outboard, what is the range of HP that would work best? Also, is it legal to sail without any lights on your boat?

In Canada, the following applies:
1. The boat does not need to be licensed ( have numbers on it) unless the motor is greater than 10 HP
2. Navigational lights: Only required if the boat is operated after sunset, before sunrise or in periods of restricted visibility (fog, falling snow, etc.).
3. Magnetic Compass: Not required if the boat is 8 m(26’3”) or less and operated within sight of navigation marks.
4. Radar reflectors are required for boats under 20 m (65’7”) and boats that are built of mostly non-metallic materials. A radar reflector is not required if:
• the boat operates in limited traffic conditions, daylight and favourable environmental conditions, and where having a radar reflector is not essential to the boat’s safety; or
• the small size of the boat or its operation away from radar navigation makes having a radar reflector impracticable.
Of course, the boat needs the mandated safety equipment such as a bailer, heaving rope, life jackets etc.
