tiller hole

I was getting ready to cut the hole in the transom for the tiller when I noticed on p.206 of the building manual that the directions call for a hole of " 3" tall and 3 1/4" wide yet the photo shows a measurement of 2 1/2" wide. Which is correct? any advice on this? Also, Pete has a stainless steel strip on the edge of the rub rail. Anyone else? Anyone else found it necessary? I've found a source for about $80 but don't want to part with the cash if it isn't needed. Thanks for the great responses, Capt Charlie
