I did a similar operation -
2 coats of epoxy, sanded down to about 150 grit, then 4 coats of spar varnish - after each of the first 2 coats of varnish, I lightly sanded with 200 grit paper, but mostly just to smooth out any drips where the varnish was put on too thick and pooled or ran. basically I tried to put the varnish on in as thin coats as I could. I only used 1 pass of 000 grit steel wool between the 3rd and 4th coats of varnish for my final finish.
It came out fantastic.
