Rub rail crack

Seeking advice about rubrail repair:

I installed the rubrails on Puffin two years ago, having scarfed two pieces together to form each full length piece and then steaming the wood to allow the required bend. All went well - until this season when a crack developed at the screw-hole where the rubrail experiences its sharpest bend near the bow. Photo attached.

I expect the outermost rubrail strip is cracked through its full thickness, or will be over time. But what should I do to protect the wood from further damage, both in propagation of the crack and damage to the interior of the wood from water?

Below are a couple options I thought of. #1 being easiest.

1)Do you think you can get some epoxy in the crack with a syringe and then re varnish?

2)Possibly make the crack wider to allow to pack more thickened epoxy? Use a Dremel tool.

3)Cut out a plug/small block and epoxy back in another piece. Sand, shape and then refinish.

I think i’d go with Ron’s option 2 by sanding out the crack and filling with epoxy and varnishing.
If, after that, the crack continues to creep I would then go with Ron’s option 3 and cut out and replace that section of rub rail.
