I noticed the same thing and went to some of the blogs. There was at least one person's build showing that they installed cleats in that location as well. I am just about to that same point myself and thinking a cleat properly bent to the hull sides would certainly be easier than attempting the upside down position of placing fillets. I thought I might cut a cleat into strips and laminate them in to easily follow the bend in the side.
By the way, are you building with the kit and lumber supplied? I seem to be very short of cleat material and won't have enough to do the footwell. I had a bundle of cleats but didn't count them and have very little waste at this point to assume I was careless.
