Transom Cleats - Screws Or Not?

Hi all. I'm fitting the deck and cockpit support cleats at the moment. The manual says to glue and screw the cleats on the transom, but not whether the screws are temporary or permanent.

Any recommendations?

I just used temporary screws myself.
